Python Script/BMesh Modifier
Many times when doing nondestructive modeling, the existing modifiers don't provide enough flexibility, often requiring the use of awkward workarounds. Rather than trying to implement every possible modifier that may be needed, I think it would be better to just have a generic bmesh modifier that runs a text block and provides immediate feedback. This would also provide an opportunity for the community to experiment with custom modifiers before they are added to blender proper.
I understand that performance would be an issue, but I think it would be better to have this working slowly than not having it at all.
def weld_generate(bm): #type BMesh
░░░ bmesh.ops.remove_doubles(bm, verts=bm.verts, dist=0.001)
def displace_deform(verts): #type BMVert[]
░░░ for v in verts:
░░░░░░░ v.co.x += 1

They're actually working on nodifying modifiers, which will result in implementing every modifier possible, without the performance issues. What you're proposing has been asked a lot of times, but it's not considered plausible, especially in light of Everything Nodes.
