Start render tile at 3d cursor
Only if its not that hard to implement, option to render the first tile at the screenspace location of the 3d cursor, if its outside the current view standard behaviour is taken in account

Yes, for Center and Hilbert spiral modes definitely
What should happen when you render from a non-camera view? Or if you always want rendering to start at a certain point, and you don't want to move your 3D cursor back to that point all the time before rendering?
@Sybren Stüvel: In such cases I would revert to the default behaviour. Its ment for quickly checking your final render output (especially with denoiser) if certain parts without setting up a render region. This has not to be a button, a simple command wich can be keymapped (like Shift F12 or similar) would be enough.
@Sybren Stüvel: There could be a button or shortcut to "set render center", and it could put a special independent 3D cursor/dot/thing of a different color there. There would also be a reset button to make it disappear.
If the "render cursor" is out of view or not set, it just falls back to the normal tile order.
