Ability to select Eevee GPU
I currently have two smaller GPUs installed, and while Cycles has this handy checkbox to select GPUs, Eevee will always automatically pick my secondary card (which is not my Display Output and is also weaker). I guess using two cards for Eevee in parallel would be a bit harder to implement, but at least allowing us to select the primary rendering device would be very useful.

If they're are Nvidia cards you can try using the control panel, manage 3d settings ->OpenGL rendering GPU,System information will show the installed cards order. Also check your motherboard manual, you may need to switch your cards. There should be a primary PCIe x16, normally the secondary slot is PCIE x4.
Did you try to set main GPU for application via driver? I assume, Evee select 1st or default.
