Reinstall addons with blender update
Blender should automatically re-install currently installed plugins with each software update. I'm aware of the migration settings on first run but often forget to click it and then it's no longer available. I think a better solution would be to just automatically re-install them.

btw I share my workflow: I install manually every addon in a custom "scripts" folder into Blender Foundation main folder. Then in preferences>filepaths I set that folder. This way I can share addons between blender versions without making full copies. And when i add one it's added for all the blender installations I have
I think the best solution is to just keep some tools for settings import, somewhere in the preferences.
Sorry but if you "forgot" don't blame the software and don't ask to change thousands of other workflows.
A better approach would be asking to emphasize the first-run splash screen. Different background color?
Anyway, here's the windows workaround: go to user's appdata/roaming/blender foundation/blender and delete the 2.(your blender version) folder
what's your solution for when the addon is not compatible? what if the user is wanting a clean start without all of the addons that were previously installed? what if the user switched to a new version of Blender because they were having issues that were being caused by an addon? what about user preferences, do those come too? if not, how does blender even know which addons to enable, or does it just assume that all of them are enabled? maybe none of them are enabled?
As you can see, automatic is not always a great option, and there are plenty of edge cases you haven't considered. far easier to just click the button that is right there in front of you, and if you don't click it, it takes like 5 seconds to copy and paste the contents of the addons folder from one place to the other
What if tomorrow the sky will fall down and we all will be killed by blue? What if the world does not really exist and is just a dream? All the things you mention are pretty invented and made up, unlikely to happen. This is actually a very good idea, as anybody that has 10 different addons in use knows, it is a pain in the a*** to install them all every time you get an version update. And then a simple checkbox ("automatically install previously used addons?") would fix everything you said as a negative.
What if someone resurrects a year old thread to add virtually nothing to the conversation? Never would have expected that either but as you can see it does happen!
