Parent bones in Outliner with drag and drop

Currently it is possible to drag & drop regular objects in the Outliner into a Collection or on top of another object and parent them to the object below by holding SHIFT before releasing. It seems you can't parent bones to other bones in this way.

Please add the ability to parent bones to other bones within an Armature with drag & drop in the Outliner, just like you can for normal objects.

Make a post here asking if that will be done: devtalk.blender.org/t/gsoc-2020-outliner-discussion-and-suggestions/13178/396 Nathan Craddock is working right now on outliner stuff, including stuff like this

It might be good also if parenting in the Outliner (for both objects and bones) required just a drag and drop same as for Collections, without needing to hold down SHIFT.

Since the context is clear from what you are hovering over a modifier button is perhaps not needed for parenting. You could still keep the CTRL-drag option for linking.
