Save set of keyframes in folder, and also grouping them

I know we have NLA but I dunno if it can do exactly what I am speaking of. I have lip flaps that need to be used over and over. UV keyframes from anim all. I would find it handy not only to group it, on the timeline which would be a bit tricky, but also to save it to the side in its own little library where I can just open it, find the proper one click it and it auto copies, then I just hit paste wherever I am.

I heard a suggestion of NLA but whenever I look into it it does not seem to be what I am speaking of I could be wrong.

The group thing would be a bit weird so that one is still in the spitball phase. Not sure how you would go about having a group of keyframes grouped on a timeline, so you can expand it, and then condense it. Mix it with an auto zoom-in focus feature maybe. At a certain zoom, it just shows a folder that makes a copy and pasting a group of keyframes easier.
