there should be more people actively checking small fixes and adding them to master
a small example is this fix made in September last year (not by me)
that is such a small fix, but i dont see this in blender yet like at all, how can this be accepted? who has the right to do so? it is literally 3 lines

Unfortunately, only main devs can add fixes to master and they are usually quite busy with higher priority issues.
There are lots of other useful fixes like this, some from as long ago as 2015, that never land in blender's master branch. Usually, they just get lost and forgotten after a while.
This state of affairs can be very frustrating for new contributors. You have to start with small fixes like this, but if they don't get enough attention your effort is all in vain.
For this issue, in particular, it is missing a reviewer which is why it probably got ignored. If you are looking to contribute fixes, take the time to figure out module owners and add them as reviewers.
* @iankaranja31 * Yeah if you're a contributor then you need to poke the devs on blender.chat because sometimes design issues need to be discussed first before the patch gets reviewed
