Different Color Scheme for each modifier list

The present color scheme of black and white looks very Bland and hard to differentiate.

So it it will be best to add different color schemes for each list of modifiers.

The change should affect in the Outliner too.

Here's a mockup of how it can look. It isn't necessary to use this same color scheme. That's up to the developers to decide.

The shift+A menu also used to have colored icons. I very much miss that.

Feels like an opinionated design to me. What do color assignments really communicate when they cannot intuitively correlate to a concept such as "modify" or "deform"?

* @Douglas Lassance * because it helps to remember, read and identify things more easily. It doesn't matter if the colors are not correlating with the meaning but it still helps a lot if you already know that for every deformer modifier you for example only need to check within the green list. It's just way easier to blend out the unessare stuff then. Blender definitely needs more color coding

* @daniel.partzsch * I personally like that Blender is not a rainbow and stays pretty neutral colorwise, but I can see your point on readability. This should definitely be made a preference though.

* @Douglas Lassance * I think the icons in sculpt mode also use colors in the same way to categorize what kind of deformation the tools make. Shortly before the launch of 2.8 the add object menu also had colors and I quite preferred it that way. Made it easier to look at just the icon to see what I wanted and ignore the text. Now the icon and text are similar size and same color and it's faster for me to just read the words than look at the icon, which is slower than looking at colored icons for me. (I typically despise icons and colors and prefer reading words but in this specific case I am in favor of coloring the icons)
