Loop Snapping For Retopology
When you make a loop cut in the current blender it doesn't snap to the high poly model even when face snapping is turned on. The suggested feature is to have it snap to the closest mesh when it is enabled.
This feature is important because of how often loop cuts are used in retopology. Snapping each individual vertex slows down the process too much and reapplying the shrinkwrap modifier also slows things down.

This goes hand in hand with the still missing retopology workspace integrated into Blender. It's on the developer's ToDo list but it hasn't gotten any attention over the last years, unfortunately. If you want to to that currently, then you either need to set up a shrinkwrap modifier and (if you don't want to snap all vertices at all time) set up a vertex group to assign to the shrinkwrap. Alternatively use Retopoflow in tandem. CG Cookie managed to get that functionality working very well. You need to switch back and forth between retopoflow workspace and editor occasionally, though.
