Light Link Bleeding

We need Light Linking of course but I was thinking of tolerance or bleeding for it as well. Like you want an intense light for one thing (say behind a character to produce a halo outline effect), but you do not want it to be super harsh on everything else you can have it hooked up to exclusion from x light, but have the bleed set to 25 percent so it does receive up to 25 percent of that light at max. So say a light is set to 100 watts it produces the halo-effect but the walls would produce blinding light however you do not entirely want the light to be gone off the walls you want a little bit of natural if the light was there effect (you could add another light and exclude the character of course but with this method, you only need one light) so you set the above and the walls reflect only 25 watts at most (maybe a min-max setting if you don't want it to be too subtle).

Edit: Maybe even a tint option to change the color of the light bounce back with the of course reflection of the original color mixed in. Light exclusion, bleed, min-max, tint, tint amount 100 percent fully overriding the mixture.

there should be a seperate properties of light object which define what object to include and what don't. also some slider to define the weight of those object as how much they get affected by light. however it will against the natural realism but sometimes we use it for artistic purpose.

I think in terms of lighting functionality and artistic control, Blender is far behind the other render software. Having Light Linking would be a first start.
