Allow animation relationships between linked objects and local armatures.
The idea behind linking objects is to split up the process of creation across multiple files to reduce bloat and make editing easier.
Right now this is not possible for armatures and mesh objects, because the modifier refuses to accept an invalid armature name. It's invalid because the armature doesn't exist in the same blend file and/or scene with the meshobject.
Please make it possible to set up a mesh to be animated by an armature when it's only linked to a scene with the armature in it.
Uses: Dressup. You have a body model and want to change clothing easily. Or other accessories that should be animated along the body mesh but should be in a separate blend file from it.

I'm not sure I follow. Parenting doesn't control deformation the Armature modifier does that. Yes, you can use parenting as a shortcut to add the modifier, but it's not a hard requirement.
Also, this may be a larger dependency graph issue with the way linked groups are handled (are you linking objects or groups, btw?)
There's a misunderstanding going on here. The parenting hotkey is just a shortcut for adding the Armature modifier. You are using the modifier, you just don't know it.
Alright, let me rephrase my proposal then.
