Make viewpoint local to scenes

Currently the current viewpoint in the perspective mode (the point and direction from which you view the scene) is shared across scenes. This means that when switching scenes, you end up having a view in an arbitrary position in the scene you switched to.

Having the viewpoint local to scenes would mean that when switching scenes the view would be just as you left it in that scene, usually directed at the thing in the scene you were working on.

This could also be a toggle in the Preferences (current Blender Preferences are not as bloated as many would think, compared to other software, where it's not a problem anyway).

EDIT: That also applies to viewpoint related settings, like the Clipping Border.
