More granular "Load UI" settings.
In both of these places, I would like to see a set of options appear below Load UI when checked that allows for granular control over what UI components are loaded.
In my case, I want
only
the state of the outliner to be loaded so that each time I open a file, it remembers which collections are expanded and collapsed from the previous save - that is literally the only thing I want loaded each time in my case; the rest of me UI should always stay the same way I have it set up.

That shouldn't be part of UI layout in the first place. Collection open/closed state should be saved with Collection ID. You're approaching problem from wrong direction
Just a heads up for future proposals: It is recommended to use the default theme on the latest Blender version when taking screenshots. Otherwise it's hard to tell if this is a mockup you made or are showing a feature from another software.
It's Bforartists but it's all Blender under the hood. I can provide some stock Blender screenshots if needed, but it's the same issue.
