Grease Pencil key frame instances
Allow creating instances of existing GP key frames. Ideally, this could work in the same way as Blender meshes: If such frame is edited, all the instances would be updated. This would greatly decrease the amount of work.
This idea was marked as a duplicate of Instanced Keyframes for Grease Pencil.

Not exactly this but there are (hopefully) 2 features coming to 3.3 that would allow to do something similar:
this allows you to store individual strokes, frames, points, animations... as an asset that you can reuse
here you can make a list of repeatable segments (modes normal, reverse, ping pong, reverse ping pong) so you can chain animation this way. this allows for doing complex animations sequences without redrawing. you can keep your file size dramatically lower this way
Thanks for pointing out these upcoming features! Indeed, not exactly as in request, but both are great ways to speed up GP animation process - the very same thing I'm also after here! Looking forward to seeing them landing in main branch!
chain mode landed in 3.4!
