Python API: have context-less routines where you set data in parameters instead
Sometimes when you want to modify an object you must put it in the view layer and then select it, which means that sometimes you need additional work to be done to not break things (extra for loops, etc.). Could we have routines that do not require this context stuff, where you just pass the object you want to work on? That would simplify things.

It depends. Context is needed to make sure that the right editors are tagged to receive changes. Without an actual context operators might do incorrect things. When using operators context are required and a pricinple mechanism of blender.
I agree that some common operations should perhaps be available as functions in python. But these should be checked on a per item basis. Depending on what you want to do these might already be available in the BMesh api.
What this feature request miss are the actual functions that are missing. and per function we need to see if it is usable and doesn't lead to too much of a hassle to update the editors as this responsibility if then moved to the python developer.
Are you sure you've commented on the right request?
I have. Skipping over a concept like context would require the user script to perform what normally is done by blender.
I do not understand what you mean by 'requiring the user script to perform what normally is done by blender'. Could you please elaborate?
