Grease pencil should have placement option of layer parent

I would like to suggest Grease pencil should have the origin of the layer parent as placement option.

If the parent is rotated or moving in 3D, the stroke must be drawn relative to the parent's origin point. This can be achieved by moving the 3D cursor every frame, but this requires a lot of effort. (Please understand It is not always possible to draw along the surface.)

I understand that the origin of the Grease Pencil itself cannot be moved when using a layer parent. projects.blender.org/blender/blender/issues/82793

Also I think bettter to consoldate all parts as layer in 1 grease pencicil object than having separate grease pencil object for each parts. (It can be share the mask layer)

so, we should have an option like layer parent for drawing placement. This would be very helpful such like cut out animation style!
