Image Editor: Header UI improvement

So, my little brain always freezes for a split second when I switch between slots, or from View Layer to Composite, because the header completely changes depending on what’s selected. I just think a more coherent header, where everything stays in the same place, would be much nicer. Just grey things out instead!
