2.8 Proposal - Show On Mouse Hover + UI Appearance Tweak

• Aim of this design is for less clutter.
• Tweaked & rearranged some of the "Properties Tab" content a bit as well.
• Mouse cursor over the required general space for specify buttons that are not the most essential to see 24hrs to appear.

Additional: Notes

• Although the vertical header has not been implemented, I assume it would be in the future, hence using it in this proposal.
• The up & down arrows to move stacks are included in this design. However if drag/drop is developed, then these can be removed.
• Maybe also include an option in the user preference config to set "Always Show Buttons" for those who dislike this ghost-like interaction, as well as editable animation transition time values.
