Add a "Disabled Only" filter to Preferences' Add-ons panel

The "Enabled Only" checkbox is nice, but a "Disabled Only" filter is necessary, too.

I'm not sure about how to handle the addition: as the three options (All, Enabled Only, Disabled Only) are exclusive and we don't have radio buttons, my guess is the checkbox ought to become a menu.
