Fix first viewport interaction after switching back to Blender
When working with other programs and/or a second screen, blender doesn't recognize the first viewport interaction involving a modifier key (SHIFT, CTRL) when switching back to blender.
For example when you're searching something on the web and then switch back to blender, your first viewport interaction doesn't get recognized if it's a pan or zoom, instead only the middle mouse key works, and the viewport gets rotated. It would be great if this behavior gets changed/fixed.
I know, it's a small thing, but it happens all the time while working with a second screen and moving reference pictures around or googling something etc.
Edit: I forgot to mention, that this also occurs inside blender itself, for example, when interacting with the preferences window and switching back to the viewport.
Not sure if I should file a bug report because of this, if so, please let me know.

FWIW, this behavior isn't the same on all platforms. For instance, on my Linux machine, I use "sloppy focus" (focus follows mouse) for my windows. The second my mouse is in the Blender window, it's immediately responsive. No need to click at all.
* @Jason van Gumster * Good to know. Maybe it's a windows only thing. I don't have a mac to check it. Nonetheless, it works in other (3d) programs, so it would definitely be nice to function on windows.
Is this also the case for 2.79? If not, report it as a bug.
* @ammusionist * Yeah, it's the same in 2.79. Thanks for the advice.
Yea this is annoys me more than it should :D just click somewhere in a empty space or middle mouse click first.
