Move the Cursor Depth toggle to 3d Cursor panel/3d View header.
Move the Cursor Depth toggle to 3d View 3d Cursor panel in the Properties sidebar, alternatively the 3d View header. That's because it's a per operation setting (which mode is more useful at the time depends on what you are doing), and not a per user one.

Although it's a straight-forward request, it's probably best to include a mock-up of this. A user story may be helpful, too (for example, I've personally never needed to toggle Cursor Depth while working).
Also, why "eventually" to the 3D View's header? The header itself is gaining a bit of clutter, but if that's the intended final destination, then why do it stepwise?
