If it bothers you that much, learn to build Blender yourself and change whatever setting is responsible for that. From what I know, it's probably just one line of code. Just don't push your OCD to others. It works well as is. I'd personally hate it if the tabs moved around depending on how many there are. Right now they are ordered from left to right, like most normal human beings expect them to be. Just look at any browser. I'm quite amazed that it's just Blender that makes you go mental.
Look at the way Modo handles workspaces and you know what I'm talking about.
It looks ok to me. Try to cycle with ctrl + PgUp/Down between them. I wish they made something like ctrl F1-F12 to switch between them precisely.
@slayerdude93: For someone with OCD, it's a nightmare!
If we did this, every time you add a new workspace, the all your workspaces would move around.
@billrey: Not move around. The UI should automatically push the tabs on the edges to their respective directions.
