Anyone even without any understanding of coding can take the source code of blender and change these translations. Since most developers dont focus on language translations, it is best for the community to help in this.
While I do agree that it doesn't require any understanding of coding to participate in Blender's translation, it is quite a daunting task just to get the environment ready for use, and yet another one to do the edits and submit them in the appropriate way.
