Make your own Clippy for Blender
Clippy, definition: An animated character that acts as an "Office assistant" in some forms of Microsoft Word.
That gave me an idea for Blender.
There is so much stuff to remember and I can't always remember what does what and where it is. I would want relevant information depending on what I was using.
The note would display somewhere, maybe at the stats bar or similar to a key press display. The note would be triggered by the last key pressed or checkbox ticked before I wrote the note. So that the next time I would hit the same control in the user interface this specific note would appear.
Example: I keep forgetting what shortcut key to press to sample a weight value. Since it has to do with Weight Painting, I would hit the Weight Paint mode button then hen hit the [ write a note ] button, write the note that says:
"Sample weight = Ctrl + left mouse button"
Next time I would hit the Weight Paint mode button that note appears.
And if you hit the [ write a note ] button again after hitting the Weight Paint mode button you have the options to add information to the note or delete the note so that you no longer have it pop up.

Maybe someday in the distant future if Blender has the workforce on par with the Microsoft Office team this could be a possibility. Until then this would have to be an add-on and even then it probably wouldn't be possible without a massive amount of code being written because I don't see the Blender team adding the UI element building blocks necessary for this to the Blender API. Someone would have to fork Blender and add a ton of UI stuff before getting into the "smarts" aspect of Clippy.
