Groups for Layers in Grease Pencil
it happens that you work with a bunch of layers and it would be nice to structure them, use folders, groups, like in Photoshop, for example.
This idea was marked as a duplicate of Folders in greasepencil layers.

This exists already. (Groups/Folders are called COLLECTIONS in Blender) add a Collection and add a new Stroke node inside it to have exactly what you are showing in your image. >you can confirm its the same by going to that new strokes layer section where it will be a completely new area to make new layers in just for that "stroke"/layer set/LayerFolder within the "Group"/Collection. I use both photoshop and ClipStudioPaint so i can confirm they work the same its just a difference in Naming Convention makes it confusing.
probably the issue is when we desire to use modifiers on a many layers by using pass index .... so separate layers to individual objects will prevent this or will be labourious redo that modifier many times for each object and every time we need to add a modifier and tweek each (may be a driver is a solution but ) . not to forget adding a new layer to this collection that must have same modifiers give us another work so grouping inside Gpencil object make pass index usable for all and more easy
I love this idea. With layer masks, layer transparency, and layer blending drawing elements could be grouped together and "collapsed" in the layer panel. Very useful too if generating in between animations for the 'layer group'. Would need to be reflected in the Grease Pencil dope sheet too.
Here I am trying to juggle 20 opacity sliders and 20 onion skin toggles and 20 lock layers and 20 hide toggles. With 4 different lines layers that need to be toggled, 10 different fill layers that need toggling plus masking layers in absolutely no organized fashion. While constantly trying to duplicate layers back and forth to different grease pencil objects. Thinking, every other 2D program uses a grouping or proper layering system to prevent this. But blender doesn't. Why I am I even trying to use blender for this..? So annoying uggghhhhhh. Saw another post 4 years old. Doesn't look like they plan on ever addressing this :(
