Ability to Read the Libraries (Windows)

Add a ability to access Libraries (custom made and system) in Windows while Open/Append a file. Windows users is able to create own collections of files (projects, libs of images/docs etc).

For now Blender cant acess to this important User Interface Feature of Windows. Libraries feature comes across windows for many years and used on daily basis by many PC users.

Using Libraries feature simplify acess to custom folders and preserve personalized file management across PC Windows system.

Personally I use about 5 custom libraries, include Blender files.
