It is possible to add a custom drawing operation and add it to the text editor space with the python API, or there might be an addon that already does it.

Script/text editing is best done in an external application.
I agree it would be nice if Blender had better tools for it, but it seems like I read that BF had an active feeling of "no interest" in improving the issue... so, best to work in other ways that get the job done.
