If you scroll your mouse wheel on the N menu bar tabs it will cycle through the tabs. Where as in the properties panel you have to click on the panel first and then ctr + mouse wheel (Not over tabs but the panel itself) will scroll through the tabs. So a little inconsistent.
Hm… Why do you need this blinking? Just curious. For me it is annoying.
