Weightpaint map enhancements

Is it possible to have something like a second layer map that further modifies the influence of a bone's change in axis? So, say I have a vertex on a bicep weighted to the forearm; if one could also have the option to limit, reassign axis (e.g. swap local +x with -x), and scale, one could get great muscle motion and flexing effects with a simple skeleton (and no drivers).

I'm not so sure how easy that would be to implement. As far as I know, assigned vertices are basically doing the equivalent of an offset copy transforms constraint, weighted by influence bones. I'd imagine that the math starts getting really complex if you start mixing in per-axis controls (how would those controls even look in the UI, BTW?)... to the point where it would start having a huge negative impact on performance.

This might be one of those things where it could be possible, but the web of complexity that spins off trying to implement it could result in something that's a lot less usable.
