UI: Restore the "Preferences..." to its rightful place...

Usually the "Preferences..." entry in an "Edit" menu stays at the bottom... and it was like that in Blender as well... but recently a new entry was born "Project Setup..." , and it stole the traditional spot of the "Preferences..."... *breaking precious muscle memory... *

So the request is to restore the "Preferences..." entry in the "Edit" menu to its rightful place at the bottom...

"Preferences..." go down, "Project Setup..." go up...
