Restore Show Navigation Guide

The feature "Show Navigation Guide" used to be present in prior versions of Blender (from 4.3.2 back to at least 2.8). This was renamed in version 4.4 onward to "Orbit Axis" and is not shown if you do not have an NDOF input device.

This is an official request to restore this now accessibility feature to current versions of Blender, as it significantly helps with understanding where the viewport rotation will occur at on the screen (especially with multi views such as the Shading tab).
