Manual reordering for the Outliner
One thing that really tends to slow me down when I'm working on a project is reading the contents in my Outliner at a glance. The ability to order objects (not just Collections) manually would greatly improve the Outliner's usefulness and readability. I'm not sure if the way the Outliner is sorted is actually integral to how it functions, but even if it is I think it deserves an abstraction layer for the user.
I'm aware Collections can be reordered. This is a partial solution. I don't think users should be limited to renaming their collections just to get them in an order they want. Say I have 20 collections prefixed with 1-, 2-, 3-, 4-, etc. to force the order I want. Now let's say I create a new Collection, but I want it between 1 and 2. Now I have to rename 19 collections just to get them sorted the way I want. And this doesn't account for objects inside the collections...

As a C4D user I'm surprised by the lack of user-friendliness; it should be possible to organise any file in any order. Just because people adapt to a nightmare situation does not mean that nothing should be done about it ;-)
I'm pretty sure I saw a PR about this on the tracker in the past couple of months, but I can't find it anymore...
Did a quick search myself through Open and Closed PRs and can't find anything either. Although there is one about UI improvements to drag-and-drop in areas that already support manual reordering. projects.blender.org/blender/blender/pulls/138122
I guess it was this one: projects.blender.org/blender/blender/pulls/157716
