F9 - Appear Uncollapsed
I see no real reason that this dialog box doesn't not appear as in the image, during an operation.
The user shouldn't need to click F9 just to be able to interact with it.

Unfold it and save startup file , it's state will be preserved in all new files afterwards.
I've customized various other things, but it never occurred to me that the F9 open/close state could be saved as a startup item.
