More consistent scrollwheel interaction across Blender UI

In some parts of Windows and in many software programs, it is possible to change tabs or options simply using the scrollwheel. Image For example, in GIMP I can rapidly switch between projects, brushes, or tabs, and adjust brush parameters: Image Even some parts of Blender implement this sort of interaction: Image Image

The Problem

There are certain strips in Blender that are designed to become scrollable when the window is shrunk, and as a result the tabs in those strips cannot be scrolled through. Image

My Suggestion

To make the the interface scrollwheel interaction more consistent when the window is large enough to fit all the tabs, the scrollwheel should change to switching tabs instead of scrolling the strip.

* This is only intended to make scrollwheel interaction a topic of discussion. My suggestion is probably not feasible in its present form. *

* @IIIFGIII * Apologies, my file hosting attempt didn't work. They should be visible now.

* @IIIFGIII * I fixed it for good now. I had to fire up my own server and host them myself!

Something similar already exists: Left-clicking and dragging. Image But I think using the scroll wheel would be more intuitive.

* @Rafael Freitas * Your GIF gives me vertigo.. Anyways, the same can be accomplished by holding CTRL+Scroll.

* @martinez.fg11 * Really? I did not know that. That would have been one of my other suggestions. I guess I should check more thoroughly first!

* @martinez.fg11 * CTRL+scroll doesn't work for me on Windows. What OS do you have?

* @Micah Matichuk * Image Before pressing Ctrl + Scroll, position the mouse pointer in this rectangular area that I highlighted in the image, for example. It should work, I am also using Windows.

scrolling is needed because menu strips (ea where viewport shading is defined) often dont fit with multiple viewports. For other areas where this is not required selection scrolling is OK (but first check if all items fit on screen).

I wouldnt in general like to scroll select when i dont want to select something but just navigate to a few items next,
