Provide Toggles for Context Menu Hiding Behavior And Mouse Exiting

It would be nice if Blender kept context menus open until clicked away from, not just when the mouse exits the menu. This could be both a toggle on a specific context menu, with a pin icon in the upper right corner that keeps that menu open at all times, and a global toggle to change the behavior from closing when the mouse exits, to closing only when the mouse has exited and clicked on something else interactive (not just the world or movement of the viewport).

The use case for this is things like greeble generators, model generators that use the context menu, or discombobs; I need to be able to move the world around to look at different angles while keeping the generator open so that I can tweak values.
