Better Addon Management
Allow for users to sort favorite addons into presets and groups that can be toggled to avoid clutter and increase performance when working on specific tasks or workflow.
There are some addons that I only use occasionally that take up space on the viewport sidebar which doesn't seem to have any way to change the order of where addons go.

You can already filter addons on each workspace from the viewport sidebar > Tool tab > Workspace panel:
This isn't like OP asked, it only allow you ro disable one by one specitif things, wherease op wanted to batch-disable group of favourite or workflow specifics addons, and i really agree with his proposal, some addons are usefull in only certain part of workflow and cost lot of compute budget even for idling in blender or increase startup time (well even a addon-less blender vanilla is super flow nowadays compared to old days where blender started in less than a second anyways)
The workspace addons filtering works on a per-workspace basis. Since workspace are quite literally designed to set your GUI to your workflow, it makes your per-workflow addon preset too.
Think about it this way: in UV Unwrapping workspace, you can limit addons to mostly UV ones. In animation workspace, limit addons to Animation ones. So on.
It's not 100% what OP asked, but the final result on the User side is mostly there. If we want more, I wouldn't expect the devs to just make yet another system that mostly does the same thing, you have better chances by figuring out solutions from what we already have.
