Horizontal (Thumbwheel) Scroll Pan View

Using horizontal/thumbwheel scroll (like in Logitech's MX Master series) instead of moving the mouse while holding Shift and pressing down the Middle Mouse Button (MMB) to do Pan View. Horizontal scroll up/down can be considered as: moving the mouse right/left while holding Shift and MMB. Additionally slow tempo in horizontal scrolling could be smooth movement in small steps and quick scroll would represent more aggressive large step left/right mouse movement.
