Default collection state on File Open

Collections default to open. This is unintuitive as the typical behavior in any software that uses a tree to depict a hierarchy typically defaults to open, and usually saves the state it was in on the last save of the file.

Blender ignores all of these conventions and defaults to all collections open on file open. It may seem trivial, however, if you have a very complex scene this gets extremely annoying over time.
