Quick HDRIs for rendering

First of all, allow the use of the LookDev HDRI's for actual rendering.

Secondly, create an option to add to this gallery of available HDRI's from a local folder that contains your own favourite HDRI's - with a small spherical thumbnail representation being created [as in Lookdev] for easy choice and setup.

Thirdly - allow for turning on/off the HDRI in the viewport or the render, if it is only being used to light the objects

This has been requested before. Don't request the same thing if you aren't going to put more effort into your proposal than what is in the earlier proposals.

I will address your points in order:

1. Allowing the use of the LookDev HDRI's for actual rendering

You can access Blender's viewport HDRIs in Blender's installation files:

Blender\3.2\datafiles\studiolights\world
You can add this folder to your Blender File Explorer bookmarks for quicker access.

2. HDRI gallery

I think it's planned for the Asset Browser to support pictures data blocks, I couldn't find resources about it by a quick search on the tracker but it might be there .
And it was mentioned during the meeting 2021-07-20 Asset Browser and 3.0 :

Data-block only assets

Part of the initial requirement for the asset project was to find a way to integrate matcaps, HDRIs and other presets. This started by supporting pose library. This is enough for the scope of the 3.0 release. After that the other non data-block assets can be tackled.

And also from Asset Library Future Development — Blender Manual :

Non-Blender assets, such as image or audio files, will likely be supported in a future version.

3. Toggle the HDRI in the viewport or render if only used to light up objects

If you use HDRIs solely for the purpose of temporary lighting, then use the HDRIs from the viewport's shading popover, where you can add your own HDRI assets and can be turned on/on at will.
