Like -L0Lock- said, Blender already a manual that you can check from Help -> Manual, and then downoad.
If you mean that it could be bundled with Blender, the manual is 251MB which is more than Blender itself so it doesn't make sense to bundle.
I'll mark this as done.
maybe it'd be nice to have a button on the tooltip, which when clicked shows the help in the tooltip itself (scrollable and resizeable)
