Grease Pencil - Effects control over Influence

The GP effects are a great, quick way to do some compositing. But since they are applied to the whole Gp object they are often not usefull, as I would need more specific control on which layers i want these effects to be applied to.

The normal "Moddifiers" have an "Influence" option that is really helpful and I whished the Effects would have as well.
