Reintroduce layer filtering to the Grease Pencil Layers panel

With the Blender 4.3 update and the GP rewrite, the layers list filtering option was removed. It's a very useful feature when working with a GP object with many layers.

Yeah "Filter by name" is very needed and useful.. I think they did say they were adding it back at some point in the " Greasepencil 3 feedback forum."

It was replaced with a side scroll bar to allow to quickly find what you want without having to type the name you might've forgotten already. Just tested and it works faster than typing, so I'm thinking this is a change they probably won't roll back.

With lots of layers I can see it being useful. I have only 6 Groups and it's already getting cluttered.

When rigging gp you're going to have a ton of layers. Head, Arms , Etc. And layers that have to be over others for what ever reason. In this work flow you're not gonna forget the name... Every editor panel like that has that Filter by name box, so i'm pretty sure they'll add it back.
