Global update method for neuronal AI

Blender begins to get more and more AI. Optix, Intel Denoiser, and more to come. We need an neuronal network update function, because for ex. the Intel Denoiser gets new training data and updates that are far faster than normal software versions. There should be a button in preferences called Artificial Intelligence. Where we could update, fetch and select also different versions of AI for the same nodes/filters/addons, etc.
