Soft particle is not an feature per se, its perticular use of depth fade. And depth face You can achieve by either accessing depth buffer like game engines (currently afaik not possible in eevee for bizzare reason) and just using it as alpha or in cycles way with raycast.

You can already achieve depth fade both in eevee and in cycles:

won't it be possible when pixel depth offset comes in with NPR?

PDO is approaching depth buffer from different side of rendering
instead of using whats already in depth buffer to alter eg. opacity in PDO you modify what You write to depth buffer (and depth testing)

And Yes, You can achieve similar effect with PDO, by dithering depth (and introducing noise).

PDO is kinda like pixel level tessellation and pushing those pixel further or closer to camera Here is visualization using GN how it works

with NPR?

tbh i have no idea why that would be tied to "NPR", it have nothing to do with NPR, its just trivial access to what render engine is already doing, the UX part actually is harder :p Also raycast node is also from NPR project and btw its also overcomplicated way to achieve same effect as just simply reading depth buffer :p
