For every Addon/Extension building an extra virtual environment
For the dependency nightmare, I suggest a Python virtual environment for any add-on that requires different or additional dependencies other than those built into Blender. Happy Blending

This is handled now as of 4.2+. Add-on extensions can now list wheels, which will automatically be unzipped and managed by Blender. So you can just import your dependencies without clashing with any other add-ons.
