Bone Outliner to replace Bone Layers
How about instead of bone dots layers thing we give its own outliner. So that you can make collections, give the layers names, put restriction toggles, put icons next to it to show constraints.

I agree it could use a revamp, something along the lines of this bone layer manager addon would be ideal as it could incorporate everything you want plus build off the existing layer system
