Global Theme Space
The Problem:
Suppose I want to make the headers in my Sidebar brighter, because it's too similar to the background. I change it for the 3D Viewport, but now I have to change it for the:
-Graph Editor,
-Dope Sheet,
-Nonlinear Animation,
-UV/Image Editor,
-Video Sequencer,
-Text Editor,
-Node Editor,
-Properties,
-Outliner,
-Preferences,
-Info,
-File Browser,
-Python Console,
-Movie Clip Editor,
-Top Bar,
-Status Bar, and
-Spreadsheet
And to be quite frank, I'd rather not scroll-click-scroll-click-scroll-paste color more than, maybe, once.
The Proposal:
Add a category below Text Style called "Global Theme Space". Colors chosen there will apply to all other Theme Spaces by default.
But what if I want to have the Panel colors different only in [insert certain Editor here]
The current Theme Spaces would still remain, but their elements (e.g Window Background, Panel Header, etc.) can be enabled like the Shading options in the User Interface, to override the Global Theme Space in that Editor. Alternatively, the entire Theme Space for an Editor can be enabled instead of having to enable each and every element you want to be different, but then you would have to make sure all the other elements you don't want different are the same as the Global Theme Space.

I was making a personal addon to do just this. I'll let you know once it's ready.
Yes, the theming must me condensed quite a lot. I generally like having loads of customizability options, but Blenders themeing is just waaay to much. Not only is it spread out, but it's also really hard finding the exact thing you want to change.
Currently creating a theme and noticed this as well. This needs to be implemented.
so much yes! I agree completely.
