Add options for relocating the Adjust Last Operation panel

#1 The option to have it always appear in the upper left hand corner of the overall windows as it does when using the F9 shortcut.

#1.1 The option to have that panel never disappear, even if your mouse exits the area. That panel already has the ability to be dragged to other locations. It needs an option to always re-open at the last manually dragged location.

#2 A new Editor for Adjust Last Operation so that we can permanently dock it anywhere in the Blender window or pop it out to its own window.
