Add function right click comment option to be able to add your own notes in tooltips

Ever been there: you read a tooltip and it tells you absolutely nothing.

Some blender features you just don't use often. At some point you took the time to figure them out but after not using them in forever you forget half of them again and the tooltip description is no help. If we're able to add comments to the tooltips we could make our own notes and don't have to rely on barebone tooltip descriptions obviously targeted for industry experts only.
