Add New keybinding while searching

Short description of error:

In the Keybinding Preferences section the Add New button doesn't appear if you search for a keybinding

Exact steps for others to reproduce the error:

go to Keymap in the Preferences and click on the drop down of any action. You are given the option to Add New so you can copy paste the action and add a new shortcut to do the action.

If you search for the action the Add New button isn't there making it impossible to add a new way to do the action. There should be an Add New button here
